INFORMATION FOR THOSE INTERESTED

IN PROVIDING PROGRAMS FOR BROADCAST

 

 If you are a currently enrolled student, faculty, administration or staff member of the Claremont Colleges, Graduate University, or Claremont School of Theology,  you may submit programs to be aired on CCTV. This site has three sections designed to help you produce programs and to submit them to the Channel.

 

The sections are:

an overview of the Channel and its operation;

a checklist to help you with program preparation;

a copy of the Statement of Compliance which must be completed and submitted with each program.

 

Please note that this is a introductory summary only, and that before completing the Statement of Compliance you should read the entire "Claremont Colleges Television Access Rules and Guidelines" which is posted separately on this site.

 

 

AN OVERVIEW OF THE CHANNEL AND ITS OPERATION

 

CCTV is a program of the Claremont Colleges; participating institutions include Claremont Graduate University, Claremont McKenna College, Harvey Mudd College, Pitzer College, Pomona College, the School of Theology at Claremont, and Scripps College.

 

CCTV broadcasts on Channel 28 of the Comcast cable system, and reaches approximately 5, 000 homes in the Claremont area.

 

We welcome and will run original programs produced by Colleges students, faculty, or staff which meet the requirements set forth in the basic operations policy. We will not normally run programs produced by other parties except by invitation or by written request from a Colleges faculty member.

 

The operation of the channel is explained in a basic document, "Claremont Colleges Television Access Rules and Guidelines," which all those wishing to participate must read and agree to in writing. The present summary seeks only to provide introductory information.  No program can be broadcast until a signed copy of the Statement of Compliance is on file with CCTV or with one of the participating institutions.

 

All programs must carry on-screen the name and phone number of the producer. Programs carrying the name of the producer but no phone number can be broadcast if CCTV has the producer's phone number on file and may provide it to the public upon request.

 

CCTV intends that the technical quality of picture and sound of its transmission be essentially comparable to that of standard broadcast television, and may not accept material which in its opinion cannot be expected to meet these standards when broadcast. CCTV prefers to receive programs on DVD but can also broadcast S-VHS and VHS tapes.

 

We encourage producers to submit a carefully-made DVD copy of the edit master of each of their programs. Other copies will be run only if the technical quality meets CCTV standards.

 

We remind our contributors that reasonable care will be exercised in handling materials submitted for broadcast, but that CCTV, its staff and sponsoring organizations, will not be responsible for loss of these materials or damage to them beyond the cost of the blank tape on which they are submitted. We urge prospective contributors to make and store in a safe place a high-quality protection copy of original programs.

 

 

A CHECKLIST TO HELP YOU PREPARE TAPES TO SEND TO CCTV:

 

1.      Does your program adhere to CCTV Programming Content/Policy? Care should be taken that each program meets the standards laid out in the document, "Claremont Colleges Television Access Rules and Guidelines," and that cable broadcast rights have been cleared for the program and if necessary, for each of its elements, including the written permission of participating speakers and clearance of all music, film or video clips, and the like. Such clearance is the responsibility of the person or agency submitting a tape for broadcast, and not that of Claremont Colleges Television or its staff.

 

The following list contains the general guidelines for programming content, which you will find useful before you have produced a program or if you wish to submit an existing program.  If you have not yet produced the program, please refer also to our "Guidelines for Producing Programs."

 

General guidelines for programming content are as follows

No obscene or indecent material

No lottery or gambling activity (promotions, contests, prizes)

No copyright infringement

No invasion of privacy

No personal attacks

 

All users presenting video tape programs for cablecast shall agree, as a condition of the cablecast, to indemnify and hold harmless Claremont University Center, its member institutions, its employees and its agents from all loss, liability and damage arising out of or caused by the cablecast of the users' program.

 

2.  Is your program recorded on DVD (alternately S-VHS or VHS tape)?

Due to the rapid deterioration of video signals by multiple generations of videotape recording, it is recommended that under no circumstances should a final edited program go beyond two generations of recording from the original unless the material has been photographed or edited digitally. It is preferred that only one generation be used (i.e., an original master is used to edit onto a first generation edited master). DO NOT SUBMIT MASTER DVDs/TAPES.

 

Standard program lengths are preferred (30 minutes, 1 hour), but your tape may be of any length so long as this is clearly marked on the DVD/tape and on its container.

 

3. Do I need to have credits on my DVD/tape? Yes, it should have titles on the beginning and credits on the end. If it does not have credits, please contact our Program Officer (contact info below) about the possibility of having credits added. The credits should include the name and phone number of the producer.

 

Each DVD/tape should also clearly be labeled with

 the exact title of the program;

 its total running time ("TRT") in minutes and seconds;

 and the name and address of the person to whom the  tape should be returned after broadcast.

 

 

5. Do I need to submit anything other than my DVD/tape? Yes, all submissions must include

A DVD or an SVHS or VHS tape titled and labeled as described above;

A completed Statement of Compliance Form (found below);

A brief description of its contents which can be used to list it on the program schedule.

 

 

6. Where/how do I submit my DVD/tape and Statement of Compliance?  Once you have your DVD/tape and Statement of Compliance, contact the CCTV Program Officer at cctv@cuc.claremont.edu or by leaving a message at x70010 including information about where you can be contacted.

 

7,  Does CCTV have a production studio?  Not currently; however there are some possible local resources for taping programs. Please contact our Program Officer at cctv@cuc.claremont.edu or by leaving a message at x70010 for more information.

 

 

 

STATEMENT OF COMPLIANCE FOR USERS OF CHANNEL 28

 

1. I have read and am thoroughly familiar with the contents of the Claremont Colleges Television Access Rules and Guidelines, including all operating procedures. I am familiar with all local, state and federal requirements relating to access cablecasting and will comply fully therewith.

 

2. I am thoroughly familiar with the contents of the program material to be shown and state:

No advertising material will be cablecast.

No lottery or lottery information will be cablecast. No obscene or indecent material will be cablecast. No attack will be made upon the honesty, character, integrity or like personal qualities of an identified person or group.

Appropriate releases have been obtained from all talent and other individuals appearing in the program material to be cablecast.

Arrangements and clearances have been obtained from broadcast stations, networks, sponsors, music licensing organizations, performers' representatives and any other persons necessary to authorize transmission of program material on the cable television system's access channel.

 

3. I understand that I may be criminally or civilly liable for performing material which contains any personal attack, libel, slander, lottery or lottery information or obscene or indecent material.

 

4. I further understand that educational programming cablecast through the use of Channel 28 cannot be used at any time for promotional and/or commercial purposes.

 

5. I further agree, on behalf of myself and any other group or organization represented herein, that CCTV reserves the right to retain a copy of any programming cablecast and may make additional cablecasts or other use of such programming upon signature of producer.

 

6. I further agree, on behalf of myself and any group or organization represented herein, to indemnify and hold harmless Claremont University Center, its affiliates, agents, officers, directors, shareholders and employees from and against any liability for libel, slander, invasion of privacy, infringement of trademark, trade name, copyright or other personal or propriety rights, or for any other claim, cause of action, loss or damage, including reasonable attorneys' fees arising out of or caused, directly or indirectly, by the cablecast on Channel 28 by Claremont University Center or its affiliates or any matter or material produced, supplied or presented by me or the organization I represent or arising out of or in connection with any breach of this Statement of Compliance.

 

7. False or misleading statements made in a user's application are grounds for forfeiture of the right to use CCTV equipment and Channel 28.
