V. Programming Policy
5.1 No user shall cablecast any lottery or gambling activity in accordance with Section 76.213 of the Federal Communications Commission rules. Lottery or gambling activity shall be defined as any device, scheme, plan, promotion or contest or other program which involves, directly or indirectly, the elements of prize, chance and consideration, or any such act which is declared a lottery under applicable local, state or federal law.
5.2 No user shall cablecast any material which is obscene or indecent in accordance with 47 U.S.C. Section 612(h). Obscene or indecent material shall be defined as that which:
(a) depicts or describes in a patently offensive manner sadomasochistic abuse or sexual conduct;
(b) an average person applying contemporary state standards would find that the material presented when taken as a whole, specifically appeals to the prurient interest in sex;
(c) taken as a whole, has no redeeming educational, literary, artistic, political or scientific value.
5.3 No user shall cablecast commercial programming on channel 28 that is designed to advertise or promote the sale of commercial products or services, including advertising by or on behalf of legally qualified candidates or solicitation of contricutions for or promotion of a particular political, religious, social or like group, including any such activities dconducted on behalf of any non-profit organization.
5.4 No user shall cablecast material which constitutes copyright infringement or an invasion of privacy.
5.5 All users presenting video tape and/or live programming for cablecast shall agree, as a condition of the cablecast, to indemnify and hold harmless Claremont University Center, its member institutions, its employees and its agents from all loss, liability and damage arising out of or caused by the cablecast of the user's programm.
5.6 Programs will be cablecast over channel 28 only when the user has signed a cablecasting form which:
(a) identifies the producer or program source, format, running time and title; and
(b) specifically represents that the program complies with the rules and guidelines contained in the Claremont Colleges Access Rules and Guidelines.
5.7 Sponsorship of access programming by a commercial entity is acceptable, provided:
(a) such support within any program does'nt make use of the word *sponsor*; and
(b) that neither phone number nor address are used, nor footage stating other than the name or logo of the supporter beneath the words:
which may be shown and read during the first and last fifteen seconds of the program only,without musical or audio background.
5.8 No program, production or presentation shall be cablecast which contains an attack on the honesty, character, integrity or like personal qualities or an identified person or group.
5.9 All pre-recorded program material must be submitted in the standard playback format utilized by Claremont Colleges Television and shall adhere to minimum engineering standards for cablecasting to ensure the consistent technical quality of television signals as to signal levels, interference, distortion and noise levels.
(a) The primary recording and playback medium used is the DVD format. We encourage the use of digital standards whenever possible.
(b) The video specifications for recorded material shall meet these minimal standards:
H resolution: 260 lines (color)
Signal to Noise Ratio (S/N) 46 db (color)
Wow to Flutter 0.2% RMS
(c) All audio recording shall meet the following minimum specifications:
Frequency response: 50-15,000 Hz
Total Harmonic Distortion: +3 db
Signal to Noise Ratio (S/N): 48
Audio should be maintained on a constant level throughout the program.
(d) Due to the rapid deterioration of video signals by multiple generations of videotape recordings, it is recommended that under no circumstances should a final edited program go beyond two generations of recording from the original. It is preferred that only one generation be used (i.e., an original master is used to edit onto a first generation edited master).
