Access Rules and Guidelines

I. Introduction

Claremont Colleges Televisions (CCTV28) is an access channel contractually mandated and set aside by Comcast Cable for the use of the Claremont Colleges. Its purpose is to provide an outlet for educational programming generated by and about the Claremont Colleges. As the system is presently configured, programming cablecast over Channel 28 is received in private homes that are subscribed to Comcast Cable throughout Claremont. Users of Channel 28 must therefore be aware that programming is being received at all times by the general public. This places an important burden of responsibility on the channel and its users to maintain standards of appropriateness, as well as of decency, at all times. CCTV sets the public image of the Claremont Colleges for the community.

In addition, the transmission of the CCTV signal to the public community means that the laws and regulations governing broadcast content that apply to Comcast Cable as our carrier may apply to CCTV as well. Violations of broadcast standards may have serious legal repercussions, and users of Channel 28 must accept responsibility for the programming cablecast under their supervision. Users are therefore required to sign a Statement of Compliance furnished for this purpose.

Access to Channel 28 is limited to qualified users and activities of the Claremont Colleges. CCTV will favor educational over all other forms of programming; it will be supervised by and responsible to the Claremont University Center. CCTV is and is to remain a non-profit activity of the Claremont Colleges involving faculty, staff, administration and students.

CCTV programming produced and cablecast through the use of Channel 28 cannot be used at any time for promotional and/or commercial purposes.
